Koplopers en volgers: geen divergentie in Nederland

Deze Notitie geeft een overzicht van de bijdragen van kleine en grote bedrijven aan de productiviteitsgroei in Nederland. Het vindt geen aanwijzingen dat de productiviteit van koplopers in Nederland sneller toeneemt dan die van de volgers in de periode 2006-2015. Hiermee worden voor Nederland de resultaten van de OESO weerlegd, dat wel divergentie in productiviteit vindt voor een groot aantal landen, waaronder Nederland. Onze resultaten voor Nederland verschillen met die van de OESO, omdat wij een grotere, representatieve dataset gebruiken. Het feit dat wij wel kleine bedrijven meenemen en de OESO niet, verklaart een deel van het verschil: kleine bedrijven zijn belangrijk voor de nationale productiviteit en laten ook een ander groeipatroon zien.

De OESO verbindt een groot aantal beleidsaanbevelingen aan hun conclusies: minder strenge voorschriften voor product- en arbeidsmarkten, hervormingen op het gebied van concurrentiewetgeving en een intensiever Opleidings- en Ontwikkelingsbeleid. Aangezien ons onderzoek de divergentiehypothese verwerpt voor Nederland, worden de OESO-beleidsconclusies althans niet door deze resultaten gesteund.

Frontier firms and followers in the Netherlands: estimating productivity and identifying the frontier

This study shows that constructing a large dataset, which sufficiently covers all firm sizes, is a prerequisite for studying the divergence hypothesis. We merge datasets of individual firm and employee data in the years 20062015 for the Netherlands, resulting in a representative sample of corporations. We find no evidence of diverging productivity between firms on the national frontier and laggard firms.

This research is part of a three-year research project on productivity growth in the Netherlands commissioned by the Ministry of Economic Affairs and Climate. A previous study (Grabska et al., 2017) finds that, as in many other OECD countries, productivity growth in the Netherlands is slowing. We follow up this study by analysing the productivity frontier firms and laggard firms, based on the work that is ongoing at the OECD in this area. This study aims to uncover the dynamics at a national level in terms of firm productivity in the Netherlands.
