Het Nederlandse onderwijs en onderzoek functioneert niet systematisch beter of slechter dan dat van andere rijke landen, zoals de Verenigde Staten, de Scandinavische landen of onze buurlanden. Een vergelijking van indicatoren voor onderwijs en onderzoek laat zien dat Nederland op sommige punten goed scoort en op andere punten minder.

The main conclusion is that the performance of Dutch education or research does not systematically differ from other rich countries. The second conclusion is that an international bench-mark can be useful in preparing new policies provided several pitfalls, related to the interpretation and use of indicators, are taken into account. An international bench-mark does not generate clear prescriptions for new policy but should be used as starting point for further policy analyses.
