For an important part, the outsourcing of programs is organised in tenders. In this CB Document, we shed more light on the design of these tenders: What are the targets the government could have on the basis of economic theory? What type of tender is optimal according to auction theory? Do we expect the tenders that we observe in practice to sufficiently serve the government's targets, or are improvements feasible?
