De budgettaire ruimte in de komende kabinetsperiode is kleiner dan geraamd in de ‘Economische Verkenning 2003-2006’ uit november 2001. Het begrotingssaldo (EMU-saldo) komt bij ongewijzigd beleid in 2006 uit op een overschot van 0,4% van het Bruto Binnenlands Product (BBP).
