Abstract subject
To stabilize the European Emission Trading System (ETS) we propose that the EIB auctions guarantees on the future emission allowance price to investors. This will reduce the risk for low-carbon investments and create a credible political commitment to preserve a functioning emission trading system for the future. Consequently, emission allowance prices will pick‐up allowing a smoother and therefore cheaper decarbonisation pattern.
