In de periode 2009-2016 zijn de gemeente-investeringen als percentage van het bbp met 40% gedaald, van 1,6% bbp naar 1,0% bbp; in nominale bedragen gaat het om een daling met 27%. Op verzoek van het ministerie van Binnenlandse Zaken en Koninkrijksrelaties, het ministerie van Financiën en de VNG is onderzocht wat hiervan de oorzaken zijn. →
