Second opinion on AWT's advice 'The price of success'
The Advisory Council for Science and Technology Policy (AWT) recently published an advice on matching of research funds. Research institutes have to contribute from their own financial means in order to receive external funds for research. This is called matching.
The Dutch minister of Education, Culture and Science has asked CPB for a second opinion on the advice by AWT and the underlying report by Ernst&Young. This paper is the second opinion.
